It is probably against the law if the other person is younger, or doesn't understand about sexual touching, or doesn't give permission and you touch the person's private parts anyway.

It is against the law if you get permission to do sexual touching by giving the person presents or money.  Or if you say you'll hurt the other person or break the person's toys or hurt the person's pets or a family member or a friend.  Those are quick ways to end up in kid's jail for wrong touching.
